I would suggest complete removal of this kind of verb as I only ever see it being abused as a "quick fix" that accomplishes nothing but annoying everyone logged into the game and moreso those who log in thereafter.
I would also highly suggest that you instead incorporate the method of individually muting those who are deserving of being muted. It will take a little more effort (a couple more clicks), but it is sufficient.
Another problem with the "World Mute" verb is the problem that there is no predetermined time, or any kind of timer saying when it will end. It is up to the staff to decide when all players will be able to communicate via world chat again. If they decide to go AFK or just plain "forget" (or anything to the same effect), then the world will remain muted until another staff happens upon and discovers that the world is muted and does not know why or for how long - this creating conflict if they decide to unmute the world, to the displeasure of the one who did the muting.
